    Ah, GTA V.... If it makes you feel better, I see micro-stutters on my gtx 1080. This game never ran "smoothly" for me. From what I've seen, in some occasions you simply can't avoid it. It's also CPU bound.
     
    But the 1070 performing worse than the 770 is weird. Have you tried older drivers? Are your settings in-game exactly what they used to be? High LOD settings can be really messy in large open world games like this.
     
    PS: Running it on a 850 Evo and gtx 1080. Micro stutters. Even tried the 950 pro. Exactly the same.

    They should take turns between talking at the higher possible speed and the lower possible speed, depending on the recipient of the communication. At least, that is how it works for Wifi, I believe Powerline works the same. When I had 4 powerline adaptors in my house, the control software for them was able to show me what the "link speed" between any two of them was, and it would show a number of different speeds.

    Actually there is no master / slave - all units can talk to each other at any time. So if the computers on the two that don’t connect to the lan want to share traffic, they will do so directly. Similarly, any traffic that is Broadcast on the ethernet is only sent out once as broadcast on the powerline. I had 4 powerline adaptos in my house, and I could directly communicate between any two of them. But, that communication was still a broadcast at a physical level. If you don’t believe me, you can research it yourself, but the power cables for Powerline, the coax cables for MoCA or original ethernet (10Base2), and the air for WiFi/etc is a shared medium in which all traffic is broadcast, and you can’t have more than one device transmitting at a time.
     
    If both of your “slave” devices want data from the network at the same time, they will have to wait and take turns. It is just like Wifi. Wifi also has to do the same rate-switching, as even if all clients had the same rated speed, e.g. N300 or N600, their connection will be at different rates based on signal strength and quality.

    Powerline, like Wifi, is a broadcast technology. Only one device can talk at a time. In order to talk to the new unit, your central unit will have to spend part of its time talking at a lower frequency / lower symbol rate (QAM256 instead of QAM512 for example). Also whenever the new unit sends traffic, also at the lower rate, the other two devices can’t be doing stuff during that time. This means that sending 50Mb to the new unit takes longer to complete than the other existing one. Therefore I would expect some amount of degredation, but not a significant amount.

    I found it to be quite effective and until I went to school, it solved my wireless signal issues. The only issue I had is that it rarely, around once every two weeks or maybe once a week, would randomly drop connection. This would require me to reset one of the two adapters by disconnecting it from the wall and reconnecting it. I noticed at one point, that it seemed a particular one of the adapters had a propensity for dropping signal. If this was truly the case, it might have been an isolated issue for me. Outside of that, I found that the adapter worked flawlessly. I wish you good luck in your search.

    While @Bananasplit_00 is right thatwithout sufficient surface area for radiating of the heat, a thousand liters of water will take a very longtime to heat up. and the area of such a large reservoir will likely be sufficient anyway

    There are several standard sizes for PSUs - ATX and SFX being the two most common.
    That PSU is SFX. Silverstone includes a SFX to ATX adaptor in the package - so it would fit into any ATX slot.

    Well, I seem to have found an XDA forum post that someone over at justanswer.com said may be good for some chinese tablet by same model number, however I have to rush to work, so I don't have time to check it.

    Because things might be made to stand in one position, not however you like. Even car engines will fail running upside down. The AIO loop would also struggle because it uses gravity to circulate the liquid properly.

    GPU's are more that just VRAM.
     
    Having lots of VRAM on a GPU with no horsepower is like having MASSIVE tires on a car without an engine to drive them.
    You have your VRAM, but gaming performance still sucks ass.

    I made this: https://pcpartpicker.com/list/HBnJ4C. It's about $100 higher than your budget but I think it's worth it.
     
    It's similar to @MVPernula 's build but I swapped the 6-core for a 4-core (makes more sense on a budget build) and also swapped the memory to a kit running at 2400mhz and the PSU to a Gold rated one instead of bronze, because the prices were almost exactly the same so why not? (oh and it has a graphics card as well)

    You aren't over-volting. You are simply allowing the card to reach 100% the allowed voltage, which in this case is 1.093mV. So turning it up to 100% just allows for it to perform at maximum.
