    You are not going to get close to loading up your power supply with a 1060 so I should hold out until you have money to upgrade it. It is something I would consider removing, but it's fine for what it's being used for now for a while.

    I think that the seller genuinely though it was a 970. I've been seeing a lot of people pop up on ebay lately trying to sell off GPUs. I assume they got into mining while it was big and are trying to recoups their losses while they can. They usually have only about 10 reviews at most and don't seem to know much about what the card is.

    I'm sorry but this is really not an efficient way of doing it, or practical. You are bringing the voltage down to step it back up again to bring it down again. Each one of these changes will result in losses.
     
    My suggestion would be ditch the inverter, and monitor if possible. Try and see if you can find a regulator that matches your laptops input voltage and feed right into that. This will be the most efficient way of transferring the power.

    I don't think AMD can take legal action until they have some kind of argument that his has hurt their sales of cards. It would take a while and they would have to look and see how much sales have dropped off from partners around the time that GPP was implemented. If it is a substantial amount, Nvidia could have very serious legal action taken against them.
     
    Personally, I'm no the side of not seeing how this really benefits the market in any meaningful way. Sure the partners are supposedly getting priority access to chips, but if every company is getting priority access, does it continue to be priority access or will Nvidia just make up something else to try and pull them in even more. Nvidia has an overwhelmingly large percentage of the market share (not that AMD has been super competitive as of late) but 99% of gamers and probably well over 90% of tech people would recommend something like a 1060 over a 580, assuming that the gamers are even aware that such a card exists (or even for that matter a company exists).
     
    Example, when my brother was looking to upgrade his computer I opted for a new AMD card over the GTX 970 he was looking at. The reason being that he wanted high refresh rate gaming and couldn't afford a super powerful card (Overwatch and CS:GO are the only two games he really plays). I opted for AMD to get a high refresh FreeSync monitor for the games he can't push those high frame rates. He was unaware that there was even another company in the market that made cards.
     
    When you have a situation like this, do you really need the GPP? Your only competition is already unable to compete at the same level. It just seems like Nvidia is spending more money and time to hobble AMDs forward movement to catch up than they are actually trying to move forward themselves.

    Using a transistor as a switch to control current flow makes no mechanical noise but comes with the drawback of losses efficiency and added heat to the unit since all of the power for a rail would go through that one part. The voltage drop for them is typically 1.4 or 0.7V depending on how it is configured. This doesn't sound like a lot until you apply ohms law and start pushing +15A through it. That voltage drop multiplied by the current is wasted power across the component. This option is also a bit cheaper than a relay.
     
    MOSFETs are a type of transistor but they have a fixed junction resistance where a transistor has a fixed junction voltage drop. MOSFETs suffer from the same problem as transistors and in some cases can be worse (depending on the part used).
     
    A relay has a very high (near 100%) efficiency since it is basically a switch with two low resistance electrical contacts allowing the current to flow. There is still heat that builds up but it is not nearly as much as there would be through a transistor. The drawback to a relay is that since it has moving mechanical parts, it will eventually wear out, though we are talking about hundreds of thousands of cycles.
     
    Basically, there is nothing to be concerned about. It is just a choice that the engineers made when working up the design with a focus on different markets. Since relays are a more expensive product, it makes sense that it would be used in more expensive power supplies.

    I live in Argentina too, so id recommend you visit Mercadolibre, EVGA700W is close to Seasonic 620W price (i get your budget is roughly 2500pesos or 123U$S).
     
    Seasonic is way better unit than EVGA 700B, since you wont be overclocking 620W is plenty, even if you later decide to OC your entire rig it will be enough.
    Plus, Seasonic is modular, so no pain in the rear with cable management.

    You could build your own server if you can find a motherboard for a decent price. I'm not sure how Plex runs on FreeNas, but on my server I have a six core Sandybridge Xeon clocked at 2GHz (2.6 with some tricky turbo overclocking witchcraft) and it runs Plex like a dream. You typically need more CPU power for Plex if you have on the fly trans-coding (for lowering video quality to outside internet for speed and bandwidth reasons like me) and if you have a lot, and I mean a LOT of people using Plex at the same time.
     
    If you don't want to dabble with ebay you can possibly try Aliexpress, though I've never bought from them.

    It depends. If the case has decent opening on the front, its fans can pull more air in and since it is enclosed, it has more directionality to the airflow allowing for better cooling. A cse with limited front intakes (like most inwin cases) will have worse airflow.
