1600 if you need it now as the boards are cheaper and the availability is better (also includes a very good stock cooler) 
8350 if you want that extra edge in per core performance , has less cores/threads tho and needs rather expensive X370 boards as those are the only available 

first of all why would care for a xbox one x when you have a 1080ti; the only half decent game, crack down 3 is going to run 30 fps on the xbox one x anyway so you're in a shit stick either way (and most other "exclusives" can be brought in the windows store such as halo wars 2 and gears of war 4)
 
my opinion of the xbox one aside; the monitor would be a better investment and/or a Nintendo switch, this little bad boy has barely been out a year and it already has a ton of exclusives to try out and a lot of pc games are being ported to this handheld and it feels really great
 

Nvidia recommended PSU for GTX 1070 is 500w, you should be fine. But you can step it up to 650w if you want, suit yourself.
