Crimson Software never installs...

So recently, I updated to the new Radeon Crimson drivers for my r9 290. These drivers installed perfectly except one thing. RADEON SETTINGS NEVER GETS INSTALLED. I've uninstalled using DDU, and re installed 7 times, and the same thing happens every time. The program, radeon settings, NEVER gets installed, it's checked to install on the launcher, as is everything else. CCC is uninstalled, but Radeon Settings is never installed. My friend was able to do this without issue with an identical setup (r9 290, win 10 64bit) How do I fix this? 

 

Since then, I have reverted back to 15.8 drivers which is currently where i am.

How many downloads are there for you, for me there we're two options, i downloaded both and the crimson was in one of them

I've downloaded the full zip as well as the minimal setup, neither worked.
