okay. Would the R9 380 be better than my Sapphire 7950? 

Maybe like very very slightly, but not smething that makes the upgrade worth it

I just want clarify, so the 7950 is the R9 280, and the R9 280 is the R9 380? Or I am messing it up?

It's not worth changing to a 380. A meaningful update will be a R9 290 or 390.

If you're on a budget get a used 290. If you can find a Vaporx it will perform very close to a 390.

Those are 500 bucks......aka 2x the cheapest 390 I've seen and 2.5+ times a used 290

I suggest going to the 200 series of the r9s because the 300 series is just an overclocked version and much expensive, you can always just overclock your 200s to save few bucks

The 300 series is NOT an overclocked 200 series card, the misinformation needs to die. The 200 and 300 series cards can perform similarly, but so can the 390 and 970, is the 390 and 970 the same card?
