How cheap? Sony Vegas is pretty much the ultimate @ about 200 USD right now.

Intel Core i7-6700K | Corsair H105 | Asus Z170I PRO GAMING | G.Skill TridentZ Series 16GB | 950 PRO 512GB M.2

Asus GeForce GTX 980 Ti 6GB STRIX OC | BitFenix Prodigy (Black/Red) | XFX PRO Black Edition 850W

My BuildPCPartPicker | CoC

Lightworks could be good if you're on a budget, and it's not as hard starting out as it is switching over from some other platform. Lightworks has a learning curve that's different from Premiere and Vegas.

Adobe premiere is somwaht cheap and is awesome, I would get the full creative cloud if I were you. Since you will want photoshop as well.

Blender has a pretty robust video editor built into it and it's completely free.  It does have some quirks regarding what formats it plays with and it's not as efficient as a standalone editor but it's probably the best option if you're not willing to spend money. Check out some tutorials

I use AVS Video Editor, http://avs4you.com, it's not free but you can pay a yearly rate of $39 or $59 for the unlimited license, and you get everything in the pack. It is a free download, but will watermark whatever you do, so spending a little is worth it. It's easy to learn and pretty powerful for a low price.
