Cheapest mini pc

Hello guys. I'm looking for a cheap.mini PC for the TV in the living room it doesn't need to be powerful. It just needs 2 USB ports. HDMI port. And to have either WiFi in built or an ethernet port.

All it will be fore is watching YouTube videos. Facebook. Or just normal videos. What is the cheapest you can get. I have seen a mini PC for about £80 on Amazon. Linked here.

Although this doesn't need a stick of ram added. I would preffer something which is already build and if possible already has windows installed.
