How to enable "Scan network for devices" on Windows 8.1

Hello, I was wondering how to enable the scan network for devices option on Windows 8.1.  I am using an HP Envy 17 if that information is needed as well.

I'm playing my Xbone on 3 LG Curved monitors-No one ever
