What is a cheap (but good) 1440p monitor that I can get? Preferably 60hz or more, and 24-30inches in size.

No.

 

A few 25" models were released as well.

Qnix QX2710 Evolution II is 27" 2560x1440 PLS that is known to overclock to atleast 96Hz without frame skipping.

Yeah, we're all just a bunch of idiots experiencing nothing more than the placebo effect.
