Good, Silent Case Fans

The NF-S12A's I suggested are probably the quietest but well-performing fans available for your case. The H60 and Arctic F12's are much louder.

Could I just add a low noise adapter to the rad fan? I would imagine that it would too too loud.

I don't see why you would get it in the first place? A decent fanless heatsink could probably cool adequately while being much, much quieter provided the case has good airflow.

My setup and the setup that you suggested.

Better cooling doesn't improve performance when you're not ocing and temps are adequate. 

The only applicable difference would be price and noise--in which my recommendation is cheaper and quieter.

Yes, one hdd in the front rack of my n200 case.

I'd recommend getting a Shadow Rock 2: http://pcpartpicker.com/part/be-quiet-cpu-cooler-bk013

and NF-S12B's for front intake and rear exhaust: http://pcpartpicker.com/part/noctua-case-fan-nfs12bredux1200pwm

 

If money wasn't an issue, I would personally get NF-S12A's to replace all the fans including the graphics card's and whatever comes with a decently priced heatsink http://pcpartpicker.com/part/noctua-case-fan-nfs12apwm

and suspend the hdd in open cell foam molds.

That sounds good I guess but I'm not sure if that cooler will fit in my case, and if it does it will just barely fit(it might fit by .7mm). And isn't there always the issue of the cooler not fitting over the ram?

how much would you like to spend?  bequiet have great fans, cougar have good fans too, and vardar. corsair can be loud to some people. also 3 pin or 4?

Yeah loving my Cougar fans, very good value and extremely quiet
