My CPU is locked on 0.75 GHz please help!

Another few notes : My GPU core clock speed locks on 737 MHz and cpu is fine i found this guy who had the same problem but the solution he used didnt worked for me

So the other day i was playing league of legends and i had to go so i turned my laptop into sleepmode and dissconnected power cable.

When i came back launched league of legends my fps was 25-30 fps (when my pc was normal i would play this game in solid 60 fps with vertical sync and textures and details set on very high and only shadows low). I checked my CPU with various programs and softwares like : CPU ID, CPU Z, Speedfan, MSI Afterburner, AIDA 64 and what i found was that my CPU underclocked to 0,75 GHz and stayed there. I checked my temperatures and all that stuff and it wasn't thermo-throtlling or anything like that. But my CPU would just lock at that clock speed and stay there and i really dont know what to do. I tried removing Cmos battery but didn't really help. I wan't for a good solution quickly because i'm desperate. Thanks.

My PC specs : 

CPU : Intel Core i5 2450M 2.5 GHz

GPU :  Nvidia GeForce 520M

RAM : 4 GB

Try to stress test it with Aida64 or Prime95. The 800Mhz you see now is because of SpeedStep which lowers the clockspeed when the CPU ins't stressed.

Change your power settings to Always On/Max Performance - then run your game and test it

1.I am running on high perfomance profile i know that it sets cpu power to 100%

2. Here are pics of stress test : post-194007-0-43358200-1425068584_thumb.

+addition to the cmos battery is that now it isn't stuck at 0.7 GHz and goes up to 2.8 GHz but my CPU is capable of turbo boosting way more

and even my clock speeds are now higher league of legends perfomace is the same

Looking at the pic, both cores nearly reached 100 degrees celcius. It has been thermal throttling, plus stress testing a laptop can be dangerous due to the heat produced

It overheated almost immediately. Your idle temps aren't great either. Check for dust and reapply thermal paste if necessary.

The Core i5-2450M is an older CPU, so maybe your system is clogged with dust after all this time.

+I changed my thermal compound litteraly few months ago, and no i take a good care of it it has no dust but i'll try to take a look inside and try too reapply thermal compound thanks for answers :) this community is awesome :)

League of Legends could almost run on a calculator, it stresses the CPU very little compared to more demanding games or dedicated stress tests.

Don't look at current... look at MAX. If you're at 100 degrees, that's boiling point... it's very hot and can be dangerous (fire risk)

but why is it lagging then if its not thermal throttling that's the thing that i thought was really weird. Ok i am shutting my pc down i'll try to reapply the compound.

Well my temps are lower inded and it doesnt go all the way up to 100 degrees celcius but i'll try running LOL

My fps is still 30 but my clock speeds are from 0.8 Ghz to 2.8 and 3.0 GHz but idk what's the problem with the League of Legends

My suggestion is to disassemble and clean the fans out... and upgrade if it's still not helping.

The thing i was playing fine like two days ago so upgrading is not the case and i cleaned my system like 10 min ago

i've already did this

Have you also cleaned the old thermal paste and reapply new thermal paste.

 

Dried up thermal paste will most likely contribute in high heat build up and this is usually overlooked by many.

Make sure after removing the cooling system, the it's installed back properly a millimeter gap can cause the CPU to overheat.
