Your motherboard will control them; by default if the temperature is good enough they will run slower, there is no need for faster fan speeds if temperatures are good, it just wastes more energy and increase noise. If you want to tilt the fans at 100% to see what are your temps so you can start overclocking, just enter the uefi and set the speeds manually.

Temps are what matter, faster fan = noise. If your temperatures are inside of what's recommended then by no means you need more air. The motherboard has a controller to balance things out, the soon the components start to heat up, the faster the fans will go (as always as the fan is being actually controlled, on many boards only the CPU cooler gets this control.)
