Horizontal Tearing

I just got a new 970 and after i installed it ive noticed some horizontal tearing towards the bottom of my monitor. It happens when I'm slowly scrolling down a web page or even just randomly in games. Its kind of annoying. Is it my card or just my monitor? Can it be fixed?

What monitor do you have and what refresh rate is it set to?

Just a benq GW2450 at 60hrtz but i think i just fixed it in the NVIDIA control panel by switching on adaptive Vsync.
