HTPC Or Fire TV/Google TV

So, my barber wants a computer to run two big screens in his shop, should I build him a HTPC or just tell him to grab a few Android tv sticks, he wants to steam some live tv to them though and I built him a nice cheap AMD a10 pc for his house and he wanted something similar like that at the shop. Should i just go ahead and build another with a TV tuner in it?

Stream some live TV over the internet or over cable?

 

If it's just for two big screens at his shop playing media all day, I'd grab a cheaper second-hand tower and upgrade it with what I'd need, like a cheap video card for HDMI and a TV tuner if needed.

He has cable lines wired so wired over cable 

Then yeah, I wouldn't waste money on brand new parts.

 

Used Core 2 Duo/AMD equivalent(?) tower + Low end GPU + TV tuner
