I am planning to buy an SSD to put my OS on it, but the OS is already installed on my HDD. I was wondering if I were to partition the HDD then move all the files I want to keep onto the new partition, could I then install the OS on the SSD and then delete the partition with the OS on the HDD?

Yes, that will work. If you want an alternative you can try to 

  1. unplug the HDD, connect the SSD and install Windows on it.
  2. power off the computer, enter the BIOS, and change the boot priority to boot from the HDD to SSD first
  3. copy all the files you want from the HDD to the SSD after booting from the SSD and format the HDD
  4. transfer the files you want to the new and clean HDD
