What's causing all these framerate spikes?

I built a PC last Sunday. Here are my specs: http://pcpartpicker.com/p/s9trwP

 

 

I've downloaded all the drivers I needed to.

 

I began running Heaven benchmark today. I set my 1280x1024 monitor from 60hz to 75hz because it gave me that option.

 

 

Using the MSI R9 270, I am rarely getting the 75fps, having the setting on high puts the fps down the around 38 or so.

 

 

I know there shouldn't be any bottlenecks because the R9 270 and Athlon X4 860k are not out of date for sure.

 

 

Even when I'm using the free camera, I will get around 75fps here and there, but around 70% of the time, the framerate stays around 38fps. 

 

 

The benchmark itself feels laggy but I'm still able to interact with it. When I benchmarked it, my average FPS was 41.3 and my score was around 1000. 

 

 

I know I'm supposed to be getting better results with this hardware. What's causing this???

a r9 270 is a good gpu but not a fantastic one.  I have never used one so I can't say for sure though.

The magic of Unigine Heaven. its pretty normal for it to be scoring like it is.

@rmac52 @KingCry I know it's not perfect, but does give 75fps at certain times and lasts for a couple seconds. I wanna know why its not staying at 75fps

Its due to what is being rendered during scenes, and were the light source is placed during that scene. It will cause frame rates to dip from time to time.

It depends on the complexity of the scene being rendered.  If you render a black screen with a single candle you will get great fps.  If you try rendering a really complex scene with lots of fire and explosions you sill get a much lower fps.

And then there's possibility that core isn't running at full speed. Use MSI Afterburner to check it out and if it isn't, you need to set power savings off in CCC.
