Most credits I have received from amazon, show up in my amazon account, and you don't need to "claim it" - thats my experience though.

Can't use it anyway, because I am from Germany and changing the Amazon Settings and using a VPN doesn't help.

I got the same e-mail this morning. I just deleted it coz I am from India and giving me promotional credit in dollars was just weird. 

I also logged into amazon.com to check, and it said that my promotional credit amount was zero. So...yeah.
