You're talking about graphics cards right?

 

Core clock = the graphics processor speed

Memory clock = ram speed

 

For instance, your Sapphire R9 270x has a core clock of 1030mhz, and a memory clock of 1250mhz.

/|\, adding on, over clocking Core clock is better than Memory clock, generally the ram speed is just fine. Higher Core clock Better graphics (with 2-4 gigs of ram on the gpu)

1250mhz or DDR3 Vram (this is the gpu ram) = 2x 1250mhz = 2500mhz of eVram

 

1250mhz or GDDR5 Vram (this is the gpu ram) = 4x 1250mhz = 5000mhz of eVram

You can check the guide in my sig for memory clocks and memory bandwidth in detail (the vRAM guide).

 

Core clock is the raw graphics processing power; this works in tandem with the number of cores (cuda cores for nvidia, stream processors for AMD, if I remember right) and the architecture of the card (for example each Fermi card (gtx 400-500 series) has cores that are hot-clocked to 2x the listed speed, while kepler (GTX 600-700 series) are at a 1:1 speed. Therefore 300 fermi cores @ 1000MHz = 600 kepler cores @ 1000MHz, etc) to provide actual graphics-rendering horsepower.

 

Memory clock is more used for pushing texture information etc. It usually has a far less pronounced impact on gaming, unless you run into one of those rare games where it really benefits from a faster memory clock. These games are so rare I don't actually know of any offhand, but in general more won't hurt.

depends on the memory bandwidth. a gtx760 will benefit as much or more from memory overclocking in some cases, while an R9 280 will usually benefit more from core overclocking.

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.
