irregular and unpredictable drops, things dont load

Hi, my computer is sluggish, it happens randomly and I can't see any huge load on my system.

 

A game, for example, can load extremely slowly with only 20% CPU usage, with memory usage around 6GB of the 8GB available. I have good internet speeds, both downloading and uploading. It's not a server issue it's me.
When doing benchmarks (Unigine Heaven benchmark 4.0 on extreme settings. See pic for stats) Yet when writing this I notice a delay from me pressing down a key and me seeing it.

I don't really know anything about how pc works, but my guess is;

check CPU and GPU temperatures. If you're worried check HWinfo's sensor mode for all sensors on the motherboard.

CPU Cores temp: 65-68 'C

 

These values are the max value after the Benchmark test.
