I've attached CPU usage (running UserBenchmark) and RAM usage (not running UserBenchmark).

The new benchmark only reports 8% background CPU usage. That's also while running Task Manager and taking screenshots.

All seems normal. I would call it bug in Iserbenchmark more than anything else. Since the software itself is causing it.

I just ran this UserBenchmark and my background CPU is 90%.

Looking at Task Manager I see "AMD User Experience Program Master" near the top of CPU usage. I also found these AMD services (see picture).

I am right in thinking this is good culprit for my high background CPU score? Thanks in advance :)

Your UserBenchmark results are normal. If you think there's a program that is using up CPU resources, open Task Manager or Resource Monitor to inspect what processes have the highest CPU usage. Looking at your Services list isn't going to give you a lot of information.

CPU: Intel i7 6700k  | Motherboard: Gigabyte Z170x Gaming 5 | RAM: 2x16GB 3000MHz Corsair Vengeance LPX | GPU: Gigabyte Aorus GTX 1080ti | PSU: Corsair RM750x (2018) | Case: BeQuiet SilentBase 800 | Cooler: Arctic Freezer 34 eSports | SSD: Samsung 970 Evo 500GB + Samsung 840 500GB + Crucial MX500 2TB | Monitor: Acer Predator XB271HU + Samsung BX2450

Task Manager normally looks fine. I'm just going by what UserBenchmark says.

Run it again, and take screenshot while its running. CPU usage can be bit inaccurate in Task Manager, so maybe sort by RAM usage instead. High CPU usage usually relates something doing something. Like virus scan or update process.
