YouTube resolution bug tied to profiles across devices

YouTube has an issue that's pretty widespread, locking users accounts to a specific resolution. Mine's locked at 720p. It isn't every user but definitely not isolated. YouTube support forums and Reddit have multiple reports and according to @TeamYouTube twitter they're investigating but it's been reportedly happening for 2+ days for some with no fix. Only on accounts, not devices. If you log out of your account, full resolution options are available again.

Solved with magic actions, I set my default to 1080p

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

Magic Actions doesn't solve it for this, the option to go above 720p just isn't in the menu at all.
