Sceptre 27 Horizontal Black Lines + Screen Flickering

So I bought the Sceptre 27 a while ago and about 3 to 4 months in the screen started to flicker and there would be horizontal black lines all through the monitor. I tried different HDMI cables, different ports, and different systems as in my Xbox 360 and PC. when you first turn on the monitor it will be just fine sometimes other times it does it right off the bat, even if it doesn't do it right away it doesn't take 5 mins or less before it starts to do it again. I have tried to look up what the problem is but all I can find is people with horizontal black flickering lines, not horizontal black lines and screen flickering. I looked at reviews on Amazon and there was another with the same problem and he bought two of them from different sellers. If anyone may know what might be causing it, it would be great to know.
