If he/she is on a budget, APUs are always a good option, as they function as the CPU and GPU.  You can also get pretty good performance in games.  The 6800k I believe only costs around $140 USD.  (http://goo.gl/IbjXvT)  But don't cheap out on RAM as it has to run the CPU and GPU... I recommend Corsair Vengeance since they look great and can be overclocked so this is around $80 (http://goo.gl/XRsjFf). Power supplies are pretty cheap these days but if he is a 1st time builder, he should go with something modular like EVGA 650W for around $90 (http://goo.gl/RJ3Shq)  Case:  CM HAF 912 for about $60 (http://goo.gl/9QqFJz)  Mobo:  MSI FM2 pretty nice one ive used it before  $60. (http://goo.gl/xawC24)  HDD:  WD BLue 500gb for $50  (http://goo.gl/X0cqFH)

So total it up and its around $420 add an os itll be around $520

PC:  Asus K53E    Camera:   Nikon D3100

I just built a little gaming rig for a customer. In all honesty, tell your friend to look at the Cooler Master Force 500 w/ PSU. Some people hate seeing power supplies shipped with cases, but I've never had a lower end system come back that utilized the CM Force 500 w/ PSU.

You can get it a lot cheaper than Newegg, but here's the link - some food for thought.

OP is in Canada, so Amazon.com links aren't really overly helpful.

The FX6300 build listed above is a really solid choice if your friend can afford the extra for the OS.

Do they have the peripherals or monitor, and were these included in the budget price?

Most of the products are from amazon, and i thought they shipped international?

They probably do, but if you've ever looked at the prices of shipping, plus duty and import fees you end up paying a lot more than the price listed.
