Hi how is everyone? So  I currently have an i7 6700k which is running at 4.2ghz all the time and 2133mhz ram. I went ahead and enabled XMP so my ram is at 2400mhz but just one problem my cpu is around 3.5 idle and I want it to be turbo boosted all the time even with XMP so does anyone know how I can fix this?

Your CPU will pretty much always idle at a lower clockspeed. If you put a load on it, then it should bounce up to 4.2Ghz.

Can you manually overclock both your RAM and your CPU?

There's probably some background process running that you're unaware of. 

The feature is called Intel Speedstep. which lowers the clock speed when high performance isn't needed to save power. It generally doesn't affect your performance in any meaningful way. The setting can be toggled from the bios.

My cpu is at 1% idle do you think its because of my power plan? Wait but then that wouldn't explain it being at 3.5ghz when I have xmp enabled nvm

So I should turn off speedstep because does XMP enable speedstep

XMP profiles are for RAM settings and don't affect the CPU clock speed. 

SpeedStep is an unrelated feature that lowers clock speed to save power during idle. It generally doesn't harm performance and you should leave it on to save power.

Sorry Im new to linus tech tips forums but do you have a fix for my problem or an answer as to why it is doing this?

Why is it doing what? Low clocks speeds at idle is a feature and not a problem. Why do you want high clocks at idle?

Intel has something called speedstep so that the cpu boosts up really fast. Plus a 6700k at 3.5 ghz would be plenty fast for stuff like web browsing.

You could set windows to high performance. I think disabling c states in the bios would also do that. I really don't understand why you want to do that because the performance impact would be minimal at most and you'd be running stuff hotter and louder.
