Water Cooling "PETG" fittings for soft tubing?

No. you need Advanced compression fittings or barb fittings only for soft tubing. Rigid tubing has a lot different design including o-rings.

    I am considering buying these fittings: Thermaltake Pacific RGB G1/4 PETG Tube 16mm OD 12mm ID fittings . I am going to use soft tubing however on the website it only talks about PETG tubing, even in the name. Would I be able to use it for soft tubing or not?

I'm no water cooling expert, but I think they'd work as long as they're the same size.

No they are not designed for that application, hard tubing fittings can only be use on hardline fittings.
