Steam games are freezing during boot

Hi,

I am having this problem for quiet some time now.

When I try to launch games on steam sometimes they freeze on boot, before the credits start. They launch but then stuck, on the initial loading.

I can't close them, can't ALT + F4 or launch the task manager, I can go CTRL + ALT + DEL but the game just won't minimize to allow me to use the task manager, sometimes evantually the game repond again so I can minimize it and close it but most of the time it don't, if I try to play the game after they launch and pas the boot screen in most times I get this freeze during the game.

It's not happening in all of my games, it happened in most of them, It happened on Tekken 7, Dark Souls 3, Rocksmith Assassin's Creed Unity. It doesen't happened on Smite.

I tried:

Validate the game files

Disable steam overlay

Disable Game Mode

Installing different drivers for my GPU

Formating my PC

Moving the games to a different hard drive

Changing my PSU from Corsair VS650 to EVGA G2 650W

Disable my antivirus

 

 

At this point I am starting to get desperate, I would appreciate any help.

My PC Specs are:

 

i5 4590

Gigabyte H81-HD3 rev 1

Saphire RX580 8GB Nitro+

Kyngston HyperX 16GB RAM DDR3 1600hz (8GBx2)

EVGA SuperNova G2 650W

SSD: SanDisk Plus 480GB

Is it the same if you turn your internet off and you use offline steam ?

I just tried it and the problem remain when I am turning off the internet and using steam offline mode.

I also tried to download a pirated version of Tekken 7 to test. It also happened on the pirated version.

I tried to conntect my integral intel graphic card, and the problem remained.
