going into the lower frequency is fine. That stat makes little difference to your performance, if at all. also, go I would recommend the 2X8, so you have a better upgrade path if you need it.

You could get something like a 2200G + Asrock AB450M Pro4 + 8GB of RAM + CX450m + 250GB SSD + 1TB HDD + Case for around $450. Though for the tasks you're doing I think you will benefit from going with a upgrading to a Ryzen 2600 + 16GB RAM + RX580 for around $800.

If you already have stuff listed you can leave them out of your final build.

I would recommend a case though.

Yeah, a case would prevent you from accidentally damaging something. computers have a lot of fragile components.

If you going to go without a case for some time, then keep the motherboard on the box it came in. that is whats at most risk when you don't have a case/
