got a new SSD, I wasnt wanting to clone the drive over and just do a fresh Windows 10 install, what would be the best way to go about this, is there going to be windows activation issues? I havent done this operation on W10 before, if I change my video card at the same time as I put the new SSD in will it be more likely to cause issues with activation? Should I install windows with my current card, activate, shut down and then swap cards?

How is windows activated on your system?

Dunno what you mean by "how" it was a windows 8.1 upgrade and ive reformated before and changed hardware and reactivated it fine, just never while changing anything more than 1 hardware component and never on a new storage device than it was on before.

The only component change that will deactivate your windows copy is the motherboard.
