Potential issues with used graphics card

I was trying to troubleshoot a used gpu I aquired recently. Trying to boot my pc with it yields no video feed, and a burning smell comes from the gpu. I unplugged the pci e power cable, and a video signal came through, but I can't run the gpu like that. The card is a gtx 970, and I believe It may be a cooling issue, considering the thermal paste was less a paste and more a dry, thin powder. Is it worth buying some thermal paste to try and use with it, or is it likely completely bricked?

Try replacing the thermal paste. If that doesn't work, and you paid with Paypal, start a claim.

If the card's an EVG, you might be able to RMA it.

Is the smell a strong pungent oder like if a PCB is burning? Electronic blue smoke smell is very distinctive. If so, then yeah she is dead jim.
