Should I place my PSU Fan up or down?

If I face it down, I'll put a wood block below it to avoid pulling in the fibers from my carpet.

 

If I face it up, I don't have to worry about the block.

Face it up , It will be suffocated if faces down

Forgot to mention, my case has about 3/4th's an inch tall legs.

Can't tell if it comes with a dust filter on the bottom, I'm guessing that it doesn't. I would just have the fan intaking from inside the case to not have it suck up dirt and dust from the floor.

It has a dust filter along with around .75 inch tall legs.

Well then, facing it up or down depends on you. Some people like it facing down to cooler it better, some like it exhausting hot air from the case.
