Windows 10 Scroll Won't Work In Settings App

Hi there.

 

I'm having an issue with windows 10 (surprise surprise).

 

My corded mouse, backup bluetooth mouse, and trackpad all won't scroll in the windows 10 settings app.

It legit drove me crazy because I was trying to change a setting and the online guide was showing this button at the bottom of the page and for me it wasn't there until I used the scroll bar on the right hand side.

 

Anyway, I've searched google quickly and found no fixes that work. I tried to change the 'scroll inactive windows' setting and this won't work either, when on or off.

 

Any help would be much appreciated :)

Still confused, haven't found any helpful articles or videos just about anywhere.

If you have installed any mouse or keyboard software, uninstall them and restart the PC.

That is the only thing I can think of.

I have the same problem now after installing windows 1809 yesterday.  I never installed a mouse driver, its a usb mouse just plug and play.  Scrolling works on all other pages that I have used except Windows Settings.
