1. I am mainly gaming. Playing fortnite and minecraft mainly.

2. im thinking of the GTX 770, i7 6700, h170 motherboard. hynix 8 gb ram, intel stock cooler, and all inside of a deep cool tesseract case.

3. its mainly a wood floor, not much ventilation.

I wouldn't bother spending money on a fan. You can get a decent cooler (CryOrig M9i, or if @seoz's fav cooler isn't much more, that one) for only a few dollars more than a fan.

i am trying to build a pc.  Thinking of using a stock intel cooler.  But, im not sure if i should spend a little extra to buy another fan to put on the case.

You want to leave stock intel cooler but add fans to your case?

It will be much better if you buy good cooler for your CPU even if your case has no built-in fans.

Yes, you need fans but the preinstalled case fans and the stock cooler should already be fine for cooling.
