Cuda cores helps with off loading some work on your cpu, but even then encoding  its generally a cpu intensive task, thats why more cpu cores help with encoding

however it is much better to use you discrete graphics if it has cuda cores and if your encoder can take advantage of cuda 

Could i use my intel igpu to encode my stream whilst my main gpu runs the game on streamlabs obs?

oh ok why does my stream drop frames on for example rainbow six with everything ultra then?

game runs at 144fps and my stram at like 5fps

We need more information, like what encoding settings you're using, your target resolution, internet speeds, etc.

What encoder are you using? What settings? What system specs?

nvenc,duel pass encoding, 1080p@60, 180mbps, bitrate 6000, high performance preset, profile main, leval auto, bicubic.

Its certainly possible to use the QuickSync encoder on the iGPU, but I think your dGPUs encoder might be a bit better.

my wifi speed is 180mbps and my streaming bitrate is 6000

Oh, hmm. See what happens when you turn off two-pass/dual-pass encoding; that could be an issue. If all else fails, 720p60 should save your ass.

also i tested it out in fortnite and it was fine its just rainbow.

Siege could be hammering the GPU hard; Fortnite isn't all too intensive even at Epic so the 1070 Ti probably has headroom to deal with that. My brother's R9 390 could record Fortnite at 720p60 just fine via GPU, so it might just be a Siege issue.

The video encoder in a gpu is seprate from the parts that render your game, so it really won't hurt your performance any more than using your igpu.
