neither. Even the 2080 struggle to beat the 1080ti all the time, not to mention the 2070. Just get a used 1080ti, and see what's left for the CPU.

Probably a waste to stay on that platform, if only the 8700K were an option for Z170/Z270, can pick up a Ryzen 6 core and a motherboard for the price of a 7700K

Wait to upgrade your GPU until GTX 1070tis/1080s are $300, and/or when the Vega 7nm refresh is out, or there will be a polaris refresh soonish that may have 1070 performance, but mostly just gets free-sync unlocked on your display, only worth it if the 12nm polaris is cheap

 

and wait to upgrade your CPU for Ryzen 3000 early next year to see how it compares

Guys he plays Rainbow Six and CSGO ,,, a 760 like mine is good enough for CS GO .......Its not like hes playing battlefield 1 or COD.  His CPU is just fine for those games.  His video card is also fine for those games.  You don't need a upgrade man.  I agree with the gurus above,, grab a 144hz monitor instead and enjoy CSGO at 144fps sustained.
