Programs crashing when RAM becomes 80% filled

16 GB of RAM, in Windows 10 1803.

Going by Task Manager, when my RAM utilization reaches 79 - 80% full is when programs freeze and Chrome says there isn't enough memory to load new pages and locks up.

Is that normal? Shouldn't I be able to reach 98%+ RAM utilization before that happens?

locks up as in you have to force restart? seems to me like you have defective RAM

nothing should crash as long as youre not hitting 99%

I had something like that a long time ago with my SSD, when ram wanted to offload to add but the cache was misconfigured, you can try to see if your SSD/HDD cache config is on auto, if I remember correctly it was the disabled mode that wasn't working for me. But it was a loooong time ago :/

I have an SSD as the OS drive, and a couple of HDDs for different things. I have a 14.8 GB page file.

I'm pretty sure I have often filled my RAM more than 80% without it crashing, so this seems like it's kinda a new occurrence, to me. The freezing programs and no memory messages have happened a bunch of times lately, though.

The running programs lock up, and if there's music playing in the background from a web browser tab, maybe it will continue playing. Sometimes the screen goes black.

However, if I Control + Shift + Escape or Control + Alt + Delete, I can use task manager to close those program and continue using my PC.
