Considering that's less than the cost of a 6GB GTX 1060 new and delivers usually at least 25% more performance, then yes, it is a good deal.

if it works, even if it doesn come in the box, so long as it works, yes its a good deal.

I just got one for about the same price.  It works great.  Make sure there is a return policy in case it doesn't work.  Check the pictures to make sure there is not a broken fan or something.
