Can you by a cpu heat sync and case fan and install them onto each other?

It depends on how the fan on the cooler is mounted. Many coolers use brackets to install standard case fans onto the heatsink. Others don't but zipties are almost always work. 

What heatsink and fans were you planning to use together and why?

I was looking to use the Arctic Freezer 33 heat sync only (so remove the fan) and then add a aero cool p7 Project 7 P7 F12.

would these work together?

The Arctic freezer uses little wire clips to attach the fan to the heat sink. You will be able to attach a different fan to it, and you can also probably find a guide online as to how to do so.

If it comes with the fan clips you should be able to fit a normal fan, but the project 7 fan you specified has some annoying poles in the way of mounting, so you could either mount with zipties or modify the fan.

 

EDIT the poles seem to be only on the 3d rendered images on their official website, on the real images in reviews there isnt any. So it should work fine out the box, but dont quote me on that.

From the looks of this video, you can mount 2 fans on the cooler, so doubling down on cooling is a great improvement.
