So I am having problems with google chrome not being able to load websites randomly. I have a stable internet connection and even other web browsers work fine. I have tried multiple ways to investigate the issue but nothing has helped me fix it. I am looking for anything that can help me fix this issue considering chrome has been my main browser and I would like to keep using it.

Another thing to note is that for a moment upon restarting the computer Chrome will work just fine for roughly 10-30 seconds.

Have you added any extensions recently? Are there any extentions running in the background that you are not aware of? Try disabling some and see what happens.

I have disabled all extensions, nothing changed. Tried using incog, still the same. I uninstalled and reinstalled. I gone through just about every searchable method of a solution.

Hmm. when you uninstalled, did you also delete the files inside your Roaming folder? If you type "%appdata%" into your searchbar you should find a folder called "Google". Uninstall and delete that. While you are in the Roaming folder. Backtrack once to "Local" and delete the "google" folder there as well. Reinstall

It seemed to have fixed the problem but pages stopped loading and then the issue persisted.

Have you tried clearing out the cache and cookies stored by Chrome from the Settings page? Switching off the "Predict network actions to improve page load performance" option under the Privacy heading may also fix the problem.

It's possible that your anti-virus or firewall software is blocking Chrome and preventing it from accessing the Web. Check the settings within your installed security software, and update these programs to the latest versions, to make sure this is not the case.

It's also possible a malware infection may be blocking your Internet connection. Run a thorough system scan to look for problems and install an additional on-demand scanner to locate and remove any security threats.

If google stops, does any other app or game have connection problems?  When it happen in a command prompt window, ping your router gateway IP, and your IP address, and then "tracert ww.google.ca" as an example and see if you have high latency/packet loss when you expect your shouldn't.   Check your routers DNS making sure it wasn't deleted.
