It looks good but I would recommend against that 1070 Ti unless you can't ford a 1080 and need slightly more Cuda Cores than a 1070.

atm 8700k is more suitable. These apps favour Coffee Lake's single core performance rather than Threadripper's core count.

If you can afford the high early-bird price the 9900k will be an even better choice, but that's gonna burn a hole in your pocket and will run out of stock everywhere.

I might go with a Ryzen 2 instead of the TR 1. You loose 2 Cores but get better single core speed, a way better performance to watt ratio and you pay a 100€ less. As Jurrunio said you could also go with an Intel CPU but I personally allways prefer the underdog ;) which also saves you 70€ on the CPU alone

AND: with all the money you can save on a X370 motherboard (or x470 of you want to) and the Ryzen compared to X399 and TR you can easily buy a 1080 or even 1080ti which might be a better investment for you.

For Ram id go with a cheaper slower RAM with higher CL times and you should only take a single rank one. You don't realy loose performance and wont have any theoretical problems with overclocking. Here the "Ofiicially" supported RAM speeds:

ddr4-memory-support.jpg

I personally would go with a good old air cooler instead of an AIO watercooler. The only real advantage of water cooling your CPU is compatibility and the visuals. Apart from that you get more for your money with an air cooler. I mean you case has enough space for even the enourmous NH-D15 !

What Programs? (Beyond the ones listed, as those don't really need a full HEDT platform.)

i do not know what "full HEDT platform" means . google belgium did not know it .
i use the progs that i listed , 95% photoshop & LR , capter one. i'm just starting with adobe premiere. indesign en illustrator i have in school.

i'm a photografe. i have 16gb at the moment. when i do pano's . the 16gb is just enough.

i like hardware so the pc should be a master piece . overkill , a beast
thx for replying.

For reasons known only to Adobe, the Intel Mainstream (so 8700k) platform works better in their products. Threadripper or X299 will serve you fine, though. A good deal on a 1920X is probably the best balance available,

The i7-87000 would be a better choice of cpu than the i7-7820X because of its better single thread performance. If you have the time, take a look at https://www.pugetsystems.com/recommended/Recommended-Systems-for-Adobe-Photoshop-CC-139/Hardware-Recommendations and https://www.pugetsystems.com/labs/articles/Photoshop-CC-2017-1-1-CPU-Performance-Core-i9-7940X-7960X-7980XE-1039/ (which shows that the i7-7700K is more than competitive with the i7-7820X).

I would not suggest RAID 0. Principally because it is much more fragile than a single drive.

I'd suggest a build more along the lines of the following.

PCPartPicker part list / Price breakdown by merchant

CPU: Intel - Core i7-8700K 3.7GHz 6-Core Processor  (€363.90 @ Alza)
CPU Cooler: NZXT - Kraken X62 Rev 2 98.2 CFM Liquid CPU Cooler  (€157.89 @ Amazon Deutschland)

80+ ratings certify electrical efficiency. Not quality.

A 1920X, especially for the price, is a great system. Hopefully, Adobe will eventually get their programs to scale better. Since you're going to be using this system for a while, it's also possible the programs will improve to working better on your system, as well. I was simply noting what is currently the performance issues that crop up.
