If you're willing to go a little over your budget you could go for something like this:

If you can get any of these parts used for a lower price, do that. If you can find a used motherboard+cpu combo for a good price that isn't a ryzen 3, make sure it's an intel quad core i5-i7 at least. Anything less and streaming would become a problem.

Ebay is pretty safe if you use paypal, if you get screwed over you can always get a refund.

I already have a gpu in mind, it is a 1050ti 4gb for $68. I need a pc parts list for something that can record/ stream csgo, league of legends, and other games (I might play pubg, but if it will make the price high up there, i will be willing to say no to pubg) i also wanna play Rainbow six siege on Medium settings (I prefer playing games on medium settings) can someone help me out here?

Go used, there's no way you're going to stream games with 300$ budget. Also are you sure that 1050ti for 68$ is not a scam?

 Am pretty sure. Where would you suggest i find used parts? I do not trust Ebay but there are no stores around me that will sell pc parts (except walmart) but their prices are high up there
