what cooler design is it? my acx 3.0 cooler gets the job done at the expense of my eardrums, so loud EVGA coolers are not exactly faulty. Their ICX cooler is far more effective.

it is the Evga 1080ti SC2 ICX 

i mean its very loud as soon as i start a game and i can hear it thru my headphone's and its maxing RPM seconds into a game 
its the twin fan model

How high do your temperatures go? Do they get into the dangerous levels?

Graphics cards are made to handle a bit of heat and them heating up is normal when they are under load.

 

Additionally, if you have an unlocked frame rate on the game, the graphics card will shoot up to 100% load instantly in the attempt to give you the most FPS possible

so that is also not that uncommon.


The whine however could be a problem. If it gets to really annoying levels I think it is reasonable to think about a refund. My MSI 1080ti Gaming X is really quiet and rarely goes over 80°C (176°F) after 2 minutes of 100% load

use precision XOC to manually turn the fan speed down and then see if the temps get too high

i mean my temp's are good at like mid 70's but the Fans are booting into max RPM instantly, i mean i tested fortnite at a capped framerate and it sounded horrible.

ive used XOC buddy ive tried to turn the fans down but its auto Maxing the RPM even if i save a fan setting its still going crazy i tested the card on 2 systems same results

Tried taking the panel off also buddy it sounds worse. so confused if its the card or not but every other card i had in the past is fine, i tested my old 1070ti FTW in it and well its perfect.

If your radiator is mounted up front, all incoming air is that much hotter because of it. it's not very easy to get an idea of where the radiator mounting possibilities are on your case, but if it's possible, you'll want to reconsider where your radiator is, including making it an exhaust if possible. Also, given a radiator that size, I'm assuming you're overclocking some kind of great CPU? Probably a lot of a thermal activity inside the case.

I own 2 EVGA GTX 1080 ti SC2s. They both run cool. 

 

It could be your case. To test, open your case and point a fan at it. If you card gets cool & quiet you will need to get air flow below the card.

 

My old HAF cases have low 200mm fans & side panels with fans & vent holes. They are ugly but they keep my GPUs cool.
