Programs won't work or download

Windows 8.1 can't find files that I download, And even can't find files for things like control panel. The error down below in the image is what I get every time, with the exception of different files. What is going on?

Time for a Windows reinstall. Looks like your install is corrupted.

The thing is, when inexplicable problems arise, it's less time consuming to start off fresh than trying to troubleshoot.

Backup all your important stuff.

Put the hdd/ssd into another computer and use crystaldiskinfo to see, if the drive is dying. 

If it isnt, reinstall windows.

Else buy a new drive and then reinstall.
