Currently have an EVGA 650 P2, though I’m considering an upgrade because it’s likely that I’ll get a new card (either 1080ti or an RTX). And while the 650 should still have enough power, I’d rather get something that’s quieter at higher loads.

 

Anyway, even though the EVGA 850T2 is expensive, it’s super efficient and doesn’t make noise until it surpasses like 500W or so. Is it bad if I get this PSU even if I only use about 40% of its capabilities under load? Again, $ isn’t the issue. Just want to make sure that it wouldn’t hurt my system.

You'd be fine. Typical minimum load for switching supplies are usually 10%  of the maximum load.

Get the card, then, if the noise annoys you, consider changing the PSU. If you don't notice it, don't bother. 

A system with a 250W GPU will draw under 400W at load, so 650W is already way overkill. 

 

If you want a quiet PSU, get a quiet PSU. Look at reviews, not the efficiency and wattage.

I have the 650 P2 with my 8700K OC'd and my 1080Ti OC'd.  It's dead silent with the fan on (I NEVER use eco-mode).  

 

You'll never hear it over case fans or radiator fans.

Get the gpu, if it's too loud get a new psu. I'm not super sure on noise of the T2s though... I do know seasonic primes tend to be very silent.

The 850W T2 runs passively until about 500W, then it starts running the fan at 620RPM, and up to about 1320RPM at full load.

The Prime Gold and Platinum are actually really loud. They apparently wanted to make a PSU to compete against the EVGA G3 for the "loudest PSU" throne, so that's what they did. They're louder than the Focus. 

The Titanium ones are quiet, though.

DC-DC platforms (basically any remotely good PSUs) have no minimum load.

The 650P2 should be a decently quiet unit. Keep your P2. You won't hear the fan over the other fans in your system.

My account is almost entirely dormant. Hope you all are having a grand time. Many years of fun were had here.
