Yes, 450W will be fine for a Ryzen 1600 + GTX 1060. The CX450M will also be fine.

If you're worried about that, you shouldn't be skimping on the PSU, tbh. It'll be louder than some higher quality unit as load increases, yes. How loud? No idea, I don't have any CX units.

 

Other components are likely louder than the PSU in any case.

Yes, more than fine for overclocking. 

Not sure about loudness... Not too much, but I wouldn't expect a budget unit to be as silent as more expensive ones.

I own a CX500, I used to heavily overclock my GPU (it's been undone though)

It wasn't loud as I expected, but to be honest you should get a better PSU other than CX for overclocking.

Overclocked, you're still looking at under 250W. 

If you want a quiet PSU, you should really spend more on a higher end PSU. The CX450M runs the fan at 925RPM at idle, and you might see it going a bit above at full load when overclocked. 

The CWT CX450 is a bit quieter, running the fan at 818RPM at idle, and you might get it a little faster at full load when overclocked. The GW CX450 runs quite a bit faster, at ~1230-1700RPM at your load levels.

The CX450M is completely different from the CX500. They share the same name, but they're completely different.

Yes. Even if you OC it'll have double the power you need.
