What piece of hardware does an oem lience understand as "new PC"

Usually the motherboard but it behaves weird sometimes. I recently replaced our htpc downstairs. We had an hp oem with windows 7 and got the free upgrade to windows 10. I built a completely new machine on the z370 platform and the only thing I transferred from the old machine is the 850 evo ssd. I reinstalled windows 10 from scratch, I tried the windows 10 key (from the free upgrade) but it didn't work, then I entered the windows 7 license key (from the sticker on the old hp) and it activated directly (didn't even have to use phone activation).

OEM key ends up tied to your mobo since its how the hardware is identified.
