Fps drops in every game

So all of sudden in the past 2 weeks all of my games have been getting major frame drops like from 100fps then to 60fps or 70fps down to 20fps and it happens every 5 seconds or so. I looked in task manager to see what was happening and my cpu usage goes to 100% everytime the fps drops is there anyway to fix this? Games are pretty much unplayable

 

specs:

i5 6600k

gtx 1070

16gb ram

I would suggest downloading something like HWMonitor to see when your CPU (and GPU) are being utlisied, this will give you indications as to when your CPU is being used for example when you say you're going to 100% usage and dropping.
