My Psu might be dead??!?

As above, double check you've plugged any PCIe cables in to the GPU properly (sometimes they can be quite tight and might look like they are plugged in but aren't quite all in). Does sound like you PSU is faulty though, from the clock click the fan is making. I'd just return and get a replacement personally.
