Check if there is a update for your UEFI/BIOS on the company's website.

The 2 ports next to the PS2 plug or whatever you call it don't work

 

Is the motherboard defective?

Download the USB3 drivers and run the setup, if you install the drivers manually some ports will not be detected. Had this problem with my Z87 Extreme 4.

Probably are is one pair running of the processor chipset and the other one on an add-on chipset. You'd just need to install the drivers for the add-on usb3 chip

Did you enable on BIOS.
