can anyone recommend a cooler smaller than the hyper Evo 212 for the Ryzen 1600x? thanks

How that 212 evo is positioned. The best place for it to be is there.

so i need to get a new fan as it covers one of my memory slots and so need to therefore getting a small CPU cooler for the ryzen 1600x that needs to be smaller than the Hyper Evo 212

What orientation do you use for your cooler?  Perhaps a picture?

 

Perhaps it could be rotated out of the way.  Other than that...stock cooler or an AIO cold plate would solve your issue.

You've got it oriented the wrong way. You're cooler is meant to push air out the case, helped along by the blue fan you've already got installed.

Rotate it counter clockwise, 90 degrees, so the intake fan will give it air, and it can cool its tower heatsink. Read the above posts for instructions on how to rotate it.

That would be ideal, but OP's goal is to unblock the ram slot.  Not sure how far the fan is off the board surface.

I'm triggered af.

 

Mistake 1: buying a 1600x not a 1600

Mistake 2: using a 212 evo when there are better coolers at the same price point.

Mistake 3: cooler orientation. 

Mistake 4: wanting to use 4 slots on gen 1 ryzen. (results in lower memory clocks)

Mistake 5: buying over priced dominator platinum memory in a PC that doesn't even have black psu cables.
