im building a deep learning box and i need a relatively cheap cpu with at least 32 pcie lanes for two gtx 1080 ti's

i don't care about cpu performance i just need the cheapest one available with at least 32 pcie lanes

Unfortunately the cheapest would be the 500$ threadripper 1900x ( 8 core , kind of a terrible value ) or the 800$ 12 core threadripper 1920x . The x299 i7s come close with 28 lanes  , and the i7 7800x is only 400$ . But you need to be ok with buying a 400$ 6 core

You very well can , i was looking at it thinking you wanted to buy new . Anything except the 5820k and 6800k are decent options in that price bracket ( both those cpus don't have enough lanes , although they are decent chips ).

 

Also , assuming you want new , i just looked at intel's xeon W range : the lowest SKU ( xeon W 2123 ) has 4c/8t , but it has enough lanes ( 48 ). It's also only 300$, the cheapest one yet.

I don't know why do you need HEDT platform, just buy a mainstream CPU specially since performance of it is meaningless, 8x PCIe 3.0 for each card is enough for it to reach the full potential, you'll not be bottlenecking it at all.

that could work too but i've heard that xeon mobos are expensive

i really wouldnt like to be stuck with 16 lanes because if i want to add more gpus in the future im kinda stuck

Ryzen has 24 lanes , but 8 of those are used for the communicating with the chipset , meaning only 16 are actually usable

Apart from that , x370 only provides 8 lanes , but they are slower PCIE 2.0 lanes with high latency . they are unsuitable for GPUs

Aren't some of the Xeons Overclockable, and they have a cheaper price.

You think that's a lot of money? the TR1900X is actually somewhat cheap specially considering then you get full 64 3.0 PCIe Lanes... old x99 chips? you mean like the i7 6850K? It is an inferior CPU, sure that doesn't mean much to you, but it's also only 40 3.0 PCI-e Lanes for quite the equivalent price on a "dead" platform already.

 

Even buying used it still is overpriced, even if a bit cheaper.
